Pifer is a member of the faculty at Penn State Law where he also serves as Director of the Center for Agricultural and Shale Law.  In the classroom, Professor Pifer teaches courses on Agricultural Law, Oil and Gas Law, and Property.  He has given numerous presentations throughout Pennsylvania, across the United States, and internationally on agricultural law and shale gas topics to audiences consisting of agricultural producers, landowners, attorneys, judges, governmental officials, academics, and the general public.

He has successfully appealed the denial of crop insurance claims for an Adams County orchard to federal court.


Christian R. Herr

Herr is the Executive Vice President of PennAg Industries Association. In his position, he and his staff of eight represent the interests of more than 500 agribusiness and production agriculture operations. PennAg has become a national leader in advocating for farm animal welfare and progressive changes in production and processing practices. Before joining PennAg, Chris served 18 years with the Pennsylvania Department of Agriculture, eight of those as Deputy Secretary for Regulatory Programs. He served in the administrations of six different governors. Chris grew up on a family farm in Lancaster County Pennsylvania. The Herr Family currently operates farms in Pennsylvania, Ohio and Delaware. Chris is a 1985 graduate of Penn State University and has a degree in Agriculture Education.

Born and raised in Lancaster County, Pennsylvania, Sean developed a strong interest in agriculture while working summers on his grandparents’ dairy farm. A graduate of the Penn State Law, he serves as a staff attorney at the Penn State Center for Agricultural and Shale Law where his duties include researching
agricultural legal developments and providing educational outreach. Sean is a regular contributor to the Penn State Agricultural Law Brief monthly newsletter, the Penn State Agricultural Law Weekly Review Blog and the Penn State Agricultural Law Podcast.

Kyla is the Interim Co-Executive Director and Certification Director at Pennsylvania Certified Organic (PCO), a USDA accredited certification agency that certifies over 1600 operations in the United States. She has worked
in the organic industry for 16 years. In her current roles, Kyla assures that PCO and its mission, program and services are consistently presented in a strong, positive image to relevant stakeholders in adherence to PCO’s strategic plan and oversees the certification, inspection and material teams. Kyla recently participated in the Organic Trade Association’s task force on global organic supply chain integrity, who’s mandate was to develop a best practice guide to use in managing and verifying global organic supply chain integrity to help brands and traders manage and mitigate the risk and occurrence of organic fraud. She received her master’s degree in Transformative Leadership and Social Change from the Maryland University of Integrative Health (formerly Tai Sophia Institute).

Tim is President of Tully & Holland, Inc. and serves as head of the firm’s Consumer and Food Groups. His 20-year investment banking experience includes merger & acquisition and corporate finance advisory services
for clients throughout the consumer packaged goods sector. He has represented clients in sellside, buyside and capital raising transactions within food & beverage, direct marketing & retail, pet food, sporting goods, giftware & souvenirs, and other specialty products categories. Prior to joining Tully & Holland, Tim spent almost 20 years advising companies such as Procter & Gamble Co. and General Mills, Inc. and held senior management positions with H.J. Heinz Company and RJR Nabisco, both here and abroad. Tim began his
career in the corporate lending training program at Citibank, N.A., after which he held positions in marketing, general management and corporate development at multiple Fortune 500 consumer product companies. Tim holds a Bachelor of Arts degree from Harvard College.


Ruth A. Welliver

Ruth was appointed Director of the Bureau of Plant Industry in August of 2016, after 25 years of service with the PA Department of Agriculture. Ruth received her Bachelor of Science in Microbiology from The Pennsylvania State University, a doctorate in Molecular and Cellular Biology from the University of Wisconsin- Madison, and began her career at PDA as a plant virologist.
